Section 106 Sports Contribution – Expressions of Interest

Wheldrake Parish Council has been advised by City of York Council that a £92,006.22 Section 106 contribution relating to the development of 139 dwellings on land to the east of Millfield Industrial Estate has now been received.

The contribution is specifically secured for:

“Sports Contribution towards the provision of and/or improvements to sports provision in the Wheldrake Parish”

The funding must therefore be used for projects which meet the requirements of the Section 106 agreement and cannot be used for other purposes.

We would like to hear from local groups and organisations

City of York Council has asked Wheldrake Parish Council to consult with local groups, organisations and individuals to identify potential projects that could benefit from this funding.

If you have a proposal for a new sports facility, improvement to an existing sports facility, or other project that would improve sports provision in Wheldrake, we would like to hear from you.

Applicants will be asked to provide details including:

• What the proposed project is and how it would improve sports provision in Wheldrake
• Where the project would take place
• The expected cost of the project
• When the project is expected to start and finish
• Any other funding or self-funding available
• How much funding is being requested
• Any relevant plans, specifications, quotations or supporting information
• How the proposal meets the purpose of the Section 106 sports contribution

Applications at different stages

We recognise that projects may be at different stages of development during this initial application process and do not expect every applicant to have the same level of detail available at this stage.

We encourage applicants to complete the application as fully as possible and, where information is not yet available, to provide explanatory notes or indicative timescales where appropriate.

Applications are welcomed from projects at all stages of development, including those which are still at an early planning or development stage.

What happens next?

The Parish Council will consider all proposals received and will determine which project(s), if any, it wishes to nominate to City of York Council for consideration.

The Parish Council’s consideration and nomination does not guarantee that funding will be awarded.

Any proposed project must first be reviewed and approved by City of York Council to ensure that it complies with the Section 106 agreement. City of York Council may also require further information or a site visit before reaching its decision.

Successful proposals will then be subject to a grant agreement with City of York Council.

The Parish Council is seeking expressions of interest at this stage, rather than making funding awards.

The deadline for expressions of interest is Friday 25 September 2026.
