Press and public may not speak when the council is in progress; when councillors are discussing council business; when councillors are in the process of decision making.
- Any elector is entitled to attend this meeting and any concerns, questions or suggestions will be taken after the Chairman welcomes those present. The time for this will be limited to 5 minutes.
- Decisions cannot be made at this meeting on items not on the agenda.
- Councillors, clerk, public and press are requested to sign the attendance book.
Appropriate Councillors of the Committee are summoned to attend the Meeting detailed above and to consider and resolve the business to be transacted on the agenda below.

FA006: Apologies/Attendance:
- Attendees: Cllrs Mercer, Jordan, Arnold, Dudley-Smith and the Clerk.
- Apologies: Apologies were received from Cllr Gilks: it was resolved to accept reason.
- Attendance Book: All present were requested to sign the Attendance book.
FA007: Interests: Chair reminded members to make any declarations of interest in any agenda items – none.
FA008: Welcome: Chair welcomed councillors and clerk to the meeting (no visitors present).

- It was noted that the Finance & Admin Committee Minutes of the meeting held on 18th October, including Part 2 items were approved and signed at a meeting of the full Council.
FA010: Council to receive comments on agenda items or other questions/comments from electors present – none present.
FA011: Policies requiring update The Clerk reported that there are a number of policies requiring update or creation. These will be produced as time allows, but priority to be given to Standing Orders, Financial Regulations, Freedom of Information, Budget Planning (this to be included in FRs) and Grant Awarding Policy.
FA012: Terms of Reference: It was resolved that these will drafted by the Clerk in due course.

FA013: Confidential business: It was resolved to exclude Public and Press on the grounds that matters for discussion affect individual staff members/ procedures/ legal/ finance issues.
FA014: YLCA Report – Clerk reported to the Committee and to draft a public statement.
FA015: Temporary Clerk contract/job title – Contract discussed and agreed – it was resolved that Cllr Arnold produce the final version and pass to the Clerk. Job title to be addressed ahead of there being a permanent employee in the role.
FA016: Resident comments/issues It was resolved that resident comments on Maintenance issues should be passed to the VM&PPWG in the first instance to deal.
