OFFICIAL NOTICE OF WHELDRAKE PARISH COUNCIL’s FINANCE AND ADMIN COMMITTEE MEETING TO BE HELD AT 10AM IN CHURCH COTTAGE ON

MONDAY 4TH DECEMBER, 2017

Meetings are open to the Press and Public except for any item labelled as part 2 under the Public Bodies (Admission to Meetings) Act 1960, Section 1

Meetings are open to press and public except for any item labelled as Part 2 under the Public Bodies (1960) Act

Press and public may not speak when the council is in progress; when councillors are discussing council business; when councillors are in the process of decision making.

  • Any elector is entitled to attend this meeting and any concerns, questions or suggestions will be taken after the Chairman welcomes those present. The time for this will be limited to 5 minutes.
  • Decisions cannot be made at this meeting on items not on the agenda.
  • Councillors, clerk, public and press are requested to sign the attendance book.

Appropriate Councillors of the Committee are summoned to attend the Meeting detailed above and to consider and resolve the business to be transacted on the agenda below.

FA022: Standing Orders – Committee to finalise draft Standing Orders ahead of approval at full Council meeting.

 

FA023: Budget/Precept pre- discussion – any recommendations to be taken to full Council meeting.

  1. Attendees: Cllrs Mercer, Arnold, Jordan and Gilks, additionally, Cllr Myers.
  2. Apologies: Cllr Dudley-Smith; it was resolved to accept reason given.
  3. Attendance Book: Not available.

FA020: Minutes

  1. It was noted that the Finance & Admin Committee Minutes of the meeting held on 6th November, including Part 2 items were approved and signed at a meeting of the full Council.   

 

FA021: Council to receive comments on agenda items or other questions/comments from residents present. (For information only; clerk to make notes of comments; no answers or discussion at this meeting) – None present.

 

FA022: Standing Orders –  The draft Standing Orders were considered and amendments proposed.  It was resolved that Cllr Arnold liaise with the Clerk to produce and updated version ahead of approval at full Council meeting.

 

FA023: Budget/Precept pre- discussion – deferred.

 

FA024: (additional item at Chairman’s discretion) Venue: It was resolved that Cllr Myers would contact the school with regards to using their facilities for meetings.

 

FA025: (additional item at Chairman’s discretion) Retirement: Following the retirement of Cllr Paul Hodgson, it was resolved that the Parish Council should recognise his 30 years’ service with a memento.  Cllrs Mercer/Arnold to deal.

FA026: Confidential business:  It was resolved to exclude Public and Press on the grounds that matters for discussion affect individual staff members/ procedures/ legal/ finance issues.

 

FA027: Staffing matters: The following were resolved:

  1. The Clerk to produce a breakdown of hours and workload.
  2. The amount of the Clerk’s salary and any expenses should be notified to Councillors ahead of meetings.
  3. Clerk’s temporary contract should be signed and returned to the Chairman.
  4. The RFO responsibility should revert to Cllr Jordan for the time being to assist with the Clerk’s workload.
