2. Declarations of Interest

Cllrs Harker and Arnold registered an interest in the Friends of Wheldrake Park project.

Cllrs Randon, Harker, Jordan and Arnold registered an interest in the WRA.

3. Budget Determination for the financial year 2016/17

Village Maintenance Contract: The Village Maintenance tender will be up for renewal next year the 2017/18 contract.

Grants

A grant application was received from Wheldrake Cricket Club for £500 towards the cost of mobile cricket covers. It was resolved that the Parish Council will match fund any fundraising the club carry out up to the value of £250.

A grant application was received for Derwent Ducklings for £900. It was resolved that the full grant will be awarded and payments of £300 will be made available in instalments at the end of May, July and September 2016.

An application for funding was made by Friends of Wheldrake Park. A grant will not be awarded as there is already £1000 allocated within the budget towards the park.

The budget for the financial year 2016/17 was then determined. Whilst the total of revenue items remained largely unchanged the monies agreed for capital projects and grants was significantly increased. The major item of project capital agreed was £25000 towards the cost of extending, re­roofing and upgrading of the Village Hall. This facility, owned and managed by Wheldrake Recreation Association (a charitable trust) is sited on recreation land owned by the Parish Council. Due to structural and recent weather damage the facilities have been out of normal use for many months. The effect of the budget will be to increase the precept from £16300 in 2015/16 to £40,000 in 2016/17. For properties in band D this equates to an increase of £27.50 per year or £2.30 per month. In overall  percentage terms it will increase the overall Council tax in band D by 1.9%. The Parish Council  appreciates that the increase in the precept is large but has taken the view that this key village  asset which provides for the social, recreational, educational and sporting amenities of the Parish  should be returned to full use as soon as is practicable. The work on phase 1 has begun. The money  raised via the precept will supplement grants and the other funds raised in the Parish to enable  the planned works to be completed during 2016.

The 2015/16 budget was proposed, seconded and approved unanimously.

4. Planning Application

4.1 Barncliffe, 22 North Lane, Wheldrake (15/02462/FUL)

  • Alterations and extensions to roof including increasing height and pitch and new windows to front and rear gable ends
  • Comments required by 28 December 2015
  • It was resolved that Councillors do not object but wished to make comments. As the property is within the 'zone' of the Conservation Area they would like the applicant to reduce the fenestration of the first floor windows. 

4.2 8 North Lane, Wheldrake (15/02680/TCA)

  • Notification to remove 1no. Birch in a Conservation Area.

  • It was resolved that Councillors objected to the application as the tree is within the Conservation Area and its removal would have a significant impact on the village landscape. Councillors would like the application to be referred to the Tree Officer at CYC to determine if the tree could be reduced rather than felled.

4.4 Willow Cottage, 9B Main Street, Wheldrake (15/02681/TCA)

  • It was resolved that Councillors object to the tree being felled. They believe the tree should be managed instead. The tree has significance in the village as it is not only in the Conservation Area but its importance is also demonstrated as it is on the front cover of Wheldrake Village Design Statement.

Plans were presented to Councillors. It was resolved that Councillors have no objections to the application. Clerk to submit response when application is received.

5. Planning Decisions

5.1 The Rectory, 3 Church Lane, Wheldrake (15/02222/TCA)

  • Fell 5no. Sycamore trees in a Conservation Area.
  • Dated by CYC 10 December 2015.
  • CYC reported that the application is partially approved / partially refused. To remove all five of the trees in one go would result in a sudden, substantial loss of valuable canopy cover and a significant change to the amenity of the vicinity. Therefore CYC have served a provisional tree preservation order on two Sycamores. Councillor Randon clarified which trees will have TPO's as it unclear on the approval notice and has contacted CYC to request that the applicant and tree surgeon are made aware of it too.
