1. Election of the Chair

Election of the Chair to serve for the next year and receipt of written acceptance of the position.

David Randon was nominated, seconded and unanimously elected as chair of the Wheldrake Parish Council for the year 2016-2017.

2. Apologies

Apologies of absence were received and accepted from Cllr. Cox.

3. Confirmation of the minutes of the last Annual Meeting of the Parish Council

The minutes of the last Annual Meeting of the Parish Council held on 20th May 2015 were proposed, seconded and agreed as a true and correct record with two abstentions.

4. Election of the Vice Chair

Election of the Vice Chair to serve for the next year 

Cllr. Jordan was nominated, seconded and unanimously elected to serve as Vice-Chair of the Wheldrake Parish Council for the year 2016-2017.

5. Election of Councillors - to serve on the Planning Committee

Cllrs. Randon, Jordan, Hodgson, Tetzner and Barber were nominated, seconded and duly elected to serve as members of the Wheldrake Parish Council Planning Committee for the year 2016-2017.

6. Election of the Financial Reporter

Cllr. Jordan was nominated, seconded and unanimously elected to serve as a Financial Reporter of the Wheldrake Parish Council for the year 2016-2017.

7. Co-Option of New Councillors

It was proposed, seconded and accepted that Jackie Penn, Angie Stokes-Roberts, Ben Gilligan and Suzie Mercer were co-opted as new Councillors. Declarations of Acceptance of Office to be completed.

8. Election of Representatives

a) Wheldrake Recreation Association

Cllr. Arnold was proposed, seconded and unanimously elected to serve as representative of the WRA for Wheldrake Parish Council for the year 2016-2017.

b) Children’s Play Area Inspector and Reporter

Cllr Gilligan was nominated, seconded and unanimously elected to serve as Children’s Play Area Inspector and Reporter for Wheldrake Parish Council for the year 2016-2017.

c) Warden of Sandholes Wood

Cllr. Hodgson was nominated, seconded and unanimously elected to serve as warden of Sandholes Wood for Wheldrake Parish Council for the year 2016-2017.

d) Representative to the Yorkshire Local Councils Association (YLCA) York Branch Meeting

Cllr. Randon was nominated, seconded and unanimously elected to serve as representative to the YLCA York Branch Meetings for Wheldrake Parish Council for the year 2016-2017 with Cllr Barber as deputy.

e) Website Manager

Cllr. Barber was nominated, seconded and unanimously elected to serve as Wheldrake Parish Council Web-Site Manager for the year 2016-2017.

f) York Action Group Alliance (YAGA)

Cllr Arnold was nominated, seconded and unanimously elected to serve as the YAGA representative for Wheldrake Parish Council for the year of 2016-2017.

9. Financials for Approval

9.1 Village lengthsman duties from 17 Feb - 20 April 2016, 46 hours @ £12 per hour £552. It was proposed, seconded and agreed to approve payment.

Cllr Mercer to arrange for Dave Meigh from CYC to attend the June Parish Council meeting to explain grass cutting budget cuts so that the Parish Council can take the tender process forward.

10. Planning Applications

10.1 OS Field 0006 Church Lane, Wheldrake (16/00868/FUL) (previous application 11/2346/FUL)

  • Erection of storage building associated with existing forestry enterprise
  • Dated by CYC 29 April 2016
  • Comments by 20 May 2016
  • Councillors do not object to the application but wish to make safeguards. Namely that the visual impact is reduced as much as possible. Concerns were raised regarding access and lack of visibility on the bend particularly for inbound traffic. Councillors would also like a condition set regarding not burning waste materials and no retail sales to take place on the site. It should be purely for agricultural use. Councillors were all in favour with one abstention.

10.2 Land at grid reference 469030 444830 Church Lane, Wheldrake (16/00952/FUL)

  • Erection of four seasonal tents utilising existing access, the creation and maintaining of a footpath link, and the incorporation of a habitat enhancement plan (re-submission)
  • Dated by CYC 4 May 2016
  • Comments by 25 May 2016
  • Councillors objected to the application as it is not an exceptional development in the Greenbelt. Councillors are concerned about the proposed site and its close proximity to the nature reserve. Councillors were all in favour of the objection with one abstention.

11. AOB

Cllr Mercer explained that the Parish Council can apply for a new dog bin. It was agreed with all in favour that a new one is required on Back Lane South at the entrance to the Wheldrake to Thorganby footpath. Cllr Mercer to organise.
