4. Review Planning Applications

4.1 15 Church Close, Wheldrake (16/01750/TPO)

  • Fell Ash tree protected by Tree Preservation Order No CYC212
  • Dated by CYC 2 August 2016
  • Councillors 'C' do not object with reference the crown and lift to T1 (Cherry) in the Conservation Area but wish to make comments on T2, T3, T4. Councillors would like to defer the decision to CYC to decide. Councillors are aware that T2, T3, T4 are on the boundary of the Conservation Area. T2 is a healthy Ash tree but it is in close proximity to the house. Councillors also note that T2 is referred to as T1 on the TPO.

4.2 Garth Cottage, 8 Church Lane, Wheldrake (16/01346/FUL) Amended plans

  • Single storey rear extension, erection of detached garage and formation of new driveway with new dropped kerb vehicle crossing.
  • Dated by CYC 12 August 2016
  • Councillors still unanimously object to the application. The minor amendment does not change the Parish Councils original opinion. Councillors do not wish to see a second access and the loss of heritage wall and grass verge. A precedent has already been set with this particular restriction enforced to the neighbouring Bryant Estate development. Councillors also noted that the floor plan provided does not relate to this property

4.3 Garth Cottage, 8 Church Lane, Wheldrake (16/01353/FUL) Amended plans

  • Erection of 1no. dwelling following demolition of existing outbuilding
  • Dated by CYC 12 June 2016
  • Having looked at the amended plans Councillors still object to the application with all in favour. Councillors are concerned that the proposal will be over development of the site creating a massing effect. Garth Cottage is a historic building within the village despite not being listed. Councillors would also like to draw particular attention to point 31 in Wheldrake Village Design Statement - 'Space should be maintained around dwellings to avoid the loss of soft landscaping and avoid the creation of a terraced effect between neighbouring properties'. Councillors are also concerned about the proposal to demolish a heritage building in the village and the removal of trees within the Conservation Area. There will also be a considerable loss of green space within the plot and the proposed changes to the cross over appear to be minimal. The Design and Access report makes no reference to the Village Design Statement and mentions only the adjacent property on Sykes Close being affected and not the property on Church Lane which is more severely impacted by the proposed development. Councillors would also like to point out that the floor plan provided is also incorrect.

4.4 8 Main Street, Wheldrake (16/01508/FUL) Amended plans    

  • Single storey rear extension and pitched roof rear dormer
  • Dated by CYC 5 August 201
  • No objection to the amended plans

4.5 Land west of Hagg Wood, Broad Highway, Wheldrake (15/02439/OUTM)

  • Erection of Agricultural building for egg production. Condition 11.
  • Condition 11 proposals do not take into sufficient account of all the local services.
  • Email has been sent by the Chair to K&S Allbones with concerns regarding the 20mph zone, the single track road, the lack of consultation with local groups who could be affected by timing of deliveries and uncertainty about the public right of way
  • Clerk to forward comments to CYC

5. Definitive map modification

Councillors resolved that they have no objections to the proposed map and would like matters to proceed as soon as possible

6. Meeting closed at 8.10pm
