3. Minutes of the Last Meeting

The minutes of the October 2015 monthly Parish Council meeting were read, proposed and seconded as a true and correct record with one abstention and one amendment to item 9.6; amend November to December.

The minutes of the extra ordinary planning meeting held on 16 November 2015 were read, proposed, seconded and accepted as a true record.

  • It was proposed, seconded and unanimously agreed that Councillors have no objections to the application but would like it to be passed to the Conservation Officers for comments. There is no reference to the property being within the Conservation Area in the application.

7. Consider and review any Planning Enforcement Issues

7.1 Buffer store outside storage Ref:15/00093/UNTIDY and Ref: 15/00404/UNTIDY

The Parish Council have raised concerns with the CYC planning enforcement team regarding the shipping containers and pallets being stored at the buffer store depot.

CYC have now contacted the owner of the unit. The owner has confirmed that they will ask the tenant to remove the skip and pallets. CYC will be conducting further site visits to check this has been done.

7.2 Extension at 35 The Cranbrooks, Wheldrake

The application has now been withdrawn.

The agent has confirmed that the applicant will be undertaking works so that all the windows in the side elevation will be opaque glazed and non-opening. He has also confirmed that the cubic content of the dormer is less than 50 cubic metres. In these circumstances, the dormer is considered to be permitted development under Schedule 2, Part 1, Class B of the Town and Country Planning (General Permitted Development) Order 2015.

The Parish Council are concerned that this will not comply with building regulations as it will not have a fire exit on the first floor.

Letter has been sent to Michael Slater at CYC in October regarding residents concerns about permitted development rights. No response received as yet. 

 

8. National and Local Planning Policy

8.1. York Local Plan

Cllr Arnold reported that there has not been an action group meeting recently. The Working Group are due to meet 30 November 2015. Cllr Arnold will be meeting with Ward Councillor Mercer next week for an update.

8.2 Community Assets

Cllr Tetzner has written a proposal with supporting evidence detailing the following community assets: The Village Shop / Post Office, The Wenlock Arms, White Rose House, Wheldrake Woods. Clerk to complete forms and send to CYC. 

8.3 Minerals and Waste Joint Plan

Preferred options consultation (Nov 2015 - Jan 2016). NYCC, CYC and North Yorkshire National Park Authority are working together to produce a Minerals & Waste Joint Plan covering all three planning authority areas. When finalised the new Plan will help the three authorities take decisions on planning applications for minerals and waste development over the next 15 years. Cllr Randon has looked into the plan on behalf of the CPRE. Nothing in the plan directly effects Wheldrake Parish. Drop in sessions have been arranged over the next month.

9. Village and Parish Projects

9.1 Friends of Wheldrake Park Project

FOWP have been awarded £25,000 towards the project to be used with 9 months. Agreement has been signed and sent off together with a cheque for the Entrust payment of £2500. Fundraising events organised are Rocking Rudolph on 5th and 6th December 2015 and letters to Santa which will be distributed next month. Brief outline of the plans for phase two were presented by the Clerk. It was resolved that Councillors would like to approve all plans prior to order being placed. Clerk to seek advice from Dunnington Parish Council with regards to the maintenance of their zip wire.

9.2 Parish Council Website Update

Cllr Harker gave an update on the number of visits to the site this month.

9.3 Community Emergency Plan

Cllrs agreed that feedback is needed from residents which will be done after Christmas. Cllr Tetzner to follow up. Cllr Mercer is getting a copy of Elvington Plan as an example.

9.4 Wheldrake Village Hall

Unfortunately the village hall roof has now collapsed. The WRA are meeting on 23 November to discuss way forward. Revised quotes for modified works are being obtained to also include removing all the material. Concerns about timescale. A local Quantity Surveyor have offered to help. Rural Action are donating £1500 worth of countrywide publicity. The local press have been very supportive in promoting the fundraising campaign. Applications are to be made to Sports England and Yorventure.

Cllr Randon is dealing with the insurance company. Rural Action have advised that the Insurance company must send a loss adjuster to assess the situation.

Anti Social Behaviour

25 Oct 2015. Reports of Youths climbing on straw bales at Mount Pleasant Farm

Crimes

13 Nov 2015: Burglary at Lewis Tree Surgery on Benjy Lane, considerable amount of items taken including chain  etc. Investigation continues.

31 Oct 2015: Vehicle taken in a burglary on Blue Slates close, vehicle has now been recovered in Warwickshire and two people have been arrested.

5 Nov 2015: 5 sheds broken into on the allotments with a few tools taken, enquiries continue and property marking session arranged.

11 Nov 2015: Report of dog bite incident on Braithegayte, apparently happened in street by a lose dog.

16 Nov 2015: Burglary at Braithegayte, only item taken was a handbag although it looked like a search had been carried out, it is believed they were looking for vehicle keys.

10.2 Play Area

Inspection and repairs. One of the benches has now been moved to near the toddler area. 

10.3 Sandholes Wood Update

Soil has been piled up alongside lane which should be used to fill in ditch.

10.4 Repairs and Maintenance

10.4.1 Ponding of Water at Greengales Court

Cllr Mercer investigating ward funding to support the re-grading of Greengales Court.

10.4.2 Pothole on Footpath from Main Street to St Helens Rise

Ref:102962461. Complete.

10.4.3 Ditch Clearance on Back Lane South

CYC have agreed to clear the Brambles but they are not responsible for the ditch.

10.4.4 Verge Damage by Yorkshire Water Contractor

The Inspection tops are too low and therefore soil and seed will not be adequate. Morrisons Contractors came out and repaired the incorrect area. Detailed plan has now been sent to them and they have been out to assess it. The work will be carried out as soon as possible. Clerk to follow up.

10.4.5 Hedge Maintenance near Bench on Back Lane South

Farmer to crop hedge. Field has now been cropped.

10.4.6 Tree Work on Green Area Outside 8 Broad Highway

Residents have not been able to ascertain ownership of land where tree is sighted. It was resolved that the Parish Council will arrange for the lengthsman to take down the dead tree on this occasion as a gesture of goodwill. Clerk to contact John Mercer.

10.5 Village Christmas Lights

Complaint has been received from resident about the location of the Christmas lights near to their property. Resolved to contact David Dick to request to investigate alternative locations such as outside York Linings.

10.6 Dog Fouling / Bin Relocation on Back Lane South

10.7 SLOW Markers

Have been renewed on Broad Highway  

10.8 Litter in the Park

Poster competition. Cllrs selected five competition winners. Clerk to buy book tokens to be presented in an assembly before Christmas.

10.10 Parking on Grass Verges

Church Lane. Complaint received regarding a car parked on the verge outside a property on Church Lane. Clerk has spoken to the resident and this is now resolved.

10.11 Parking Outside Wheldrake School

An order has been raised to repaint the zig zags outside the school and put parking restrictions opposite the school. This will not be done until the new year. Complaints have been received to the school from residents living opposite. Vehicles are being parked blocking their driveways. Clerk to contact PCSO Tony Barge to request a site visit.

12. Correspondence

12.1 Defibrillator Funding

Letter from Julian Sturdy MP with an update on defibrillator funding and correspondence from Martin Grainger regarding the Local Plan. Julian Sturdy will be meeting with Mr Grainger soon to discuss Neighbourhood Plans and the lack of local consultation with Parishes on the planning process.
