3. Minutes of the Last Meeting

The approval of the minutes of the January monthly Parish Council meeting held on 25th January 2017 were read, proposed and accepted as a true and correct record with an amendment to item 3 and two abstentions. The approval of the February monthly Parish Council meeting held on 22nd February were read, proposed and accepted as a true and correct record with an amendment to item 9.2 and 4 abstentions. The minutes of the planning meeting held on 14th March were read, proposed and accepted by the Planning Committee as a true and correct record with 2 abstentions.

4. Public Time

A resident spoke to make a complaint about a Parish Councillor. Item 11 brought forward. It was resolved that this is a private matter and the resident has been advised to contact the Monitoring Officer at CYC if she wishes to pursue it further.

Planning applications decided at the Planning meeting held on 14th March due to deadlines before the monthly meeting.

7. Consider and review Parish Projects

7.1   Community Emergency Plan

7.2   Wheldrake Village Hall refurbishment

Update given by Cllr Harker. Cllr Jordan to clarify how much WPC 2016/17 precept fund is remaining for village hall project.

7.3  Communications working group update

Meeting to be held to update policy.    

7.4   Friends of Wheldrake Park

Update given by Cllr Tetzner. Path invoice received from CYC. FOWP met to look at options for remaining funds.

8. Consider and Review Reports and General Matters

8.1 Police report

PCSO Barge leaving area.

1 x report of criminal damage by local youths who have now been spoken with

1 x robbery reported. Now classified and is a civil matter

8 x reports of miscellaneous nature but nothing to note

8.2  Play area inspection and repairs

Concerns about the increasing amount of litter.

8.3  Sandholes wood

Nothing significant to report.   

8.4   Repairs and Maintenance

  • Ponding of water at Greengales Court. Complete. Undertaken with Ward funds.
  • Hole outside 21 The Courtneys near water supply. Complete. Undertaken with Ward funds.
  • Damaged bins on Broad Highway and Back Lane South have been reported to CYC. Ongoing.
  • Pothole and ponding on Main Street near old railway crossing / Calpin development. Area patched.
  • Silver Birch trees in verge in front of 1 Derwent Park (U04608). Ongoing.
  • Grass verge damage; Church Lane. Vehicle still parked on damaged verge.
  • Yorkshire Water foul water main maintenance chamber near to the allotments has been left in an untidy state. Landscaping complete.
  • Verge damage in Main Street caused allegedly by agricultural vehicles. Clerk to contact NFU to express concern.

8.5   Quiet Lane on Broad Highway

Resolved to revisit if and when there is a proposed cycle route through so there is a network. It was resolved that the clerk will request some information from CYC about a cycle route along Broad Highway.    

8.6   Christmas tree / lights and sponsorship opportunities

Cllr Myers updated Councillors on progress. Three sponsors have offered to provide the trees and lights. Proposed sitings are next to the allotments, near industrial estate and near school.  Location plan required in order to contact Highways for permission.     

8.7   Wheldrake History Society Dissolution

WRA to suggest a scheme for funding. Options to be discussed in further detail at next meeting. Clerk to formally contact PCC to request that archives can remain in Church Cottage. Suggestion made to purchase a protective cabinet for the archives. 

8.8   Parking outside hairdressers on Main Street

Request made to extend the layby. Resolved to take no further action.

9. Correspondence

9.1  Request for dog waste bin at end of Cranbrooks

No action to be taken due to close proximity to houses.

9.2 A Boards outside the Wenlock Arms and visibility at junction of Dalton Hill

Resolved to write to Wenlock Arms to request that boards are positioned in a safer place.

9.3 Parking on Main Street at Dalton Hill junction

Options discussed. Resolved to review.

9.4 Annual return 2016/17

It was agreed that Cllr Jordan would complete the Parish Council annual return.

10. Annual meeting of the Parish

Cllr Mercer has invited Martin Grainger (CYC) to speak at the Annual Meeting of the Parish. Awaiting response.

11. Next monthly meeting

  • Cllr Tetzner to present a grievance and discipline policy
  • It was confirmed that the next monthly meeting of the Parish Council is to be held on Wednesday 26 April 2017.
