Minutes approved

In attendance: Cllrs D Randon (Chair) R Jordan, J Tetzner, S Mercer, N Cox, R Arnold, J Penn, A Stokes-Roberts C Barber, P Hodgson and A Harker. S Look (Clerk). Member of the public.


Councillor Arnold made a statement regarding the draft November Parish Council minutes disputing the accuracy. It was agreed that this needs to be raised at the January monthly meeting when the draft minutes are on the agenda.

2. Budget determination for year 2017/18

2.1 Grant Applications

2017/18 grant applications received from:

Wheldrake Junior Football Club for new benches in the changing rooms £400

Wheldrake Recreation Association for field maintenance £2000

Wheldrake Recreation for village hall restoration £25000

Wheldrake Parochial Church Council for clock and Church yard maintenance £1000

Wheldrake Youth Club £1000

It was agreed that the WRA field maintenance and the WPCC grants will be added to the main budget rather than grants.

2.2 Budget determination                                                                            

2017/18 Budget agreed by Councillors.

The grant application from WJFC was rejected and the sum was allocated to the WRA grant of £25,000 as it is a fixture and fitting of the village hall.

3. Precept determination

It was proposed, seconded and agreed with all in favour to keep the 2017/18 precept of £40,000 the same as last year.

4. Planning Applications

4.1        Brick Farm, Benjy Lane, Wheldrake (16/02583/FUL)

            Siting of 3 no. grain silos to be converted for use as holiday accommodation

Councillors 'D' unanimously objected to the application with one abstention. It is inappropriate development with the erection of buildings which have never been there before in the greenbelt.

4.2        6 St Helens Rise, Wheldrake (16/02703/FUL)

Single storey front extension and conversion of attached garage into habitable room.

Councillors 'C' do not object but wish to make comments (with one abstention).

It will detract from the original street layout with a staggered front building line which is the character of the conservation area.

5. Village maintenance

Request received from a resident to repair the grass verge between 52 and 54 Main St. A tractor has left deep tyre marks over it. It was resolved to report it to CYC.

6. Financial Matters

To approve the following accounts for payment:

RESOLVED that the listed expenditure was proposed, seconded and unanimously agreed.

7. Co-option of new Councillor

7.1  It was confirmed that James Myers is co-opted onto the Parish Council.            

8. Planning ref: 16/02559/FUL Mobile home, Land west of Hagg Wood, Broad Highway

Reference conditions 14 and 15 of the approval. Chair has contacted CYC Planning Officer to report that development work has begun without appropriate construction of the junction of the access road and the junction.  This has resulting in deep rutting and spread of loose material on to the public highway. A static caravan has also been placed on or near to the location indicated in the most recent planning application which it is assumed has not yet been approved.
