Declarations of interest under the Parish Council's Code of Conduct:

Cllrs Harker, Randon and Jordan declared an interest in the WRA.

Cllrs Harker and Tetzner declared an interest in Friends of Wheldrake Park.

Cllr Hodgson declared an interest in the Local Plan.

Cllr Mercer declared an interest in the CYC Planning Committee.

3. Minutes of the Last Meeting

The minutes of the July monthly Parish Council meeting held on 27th July 2016 were read, proposed and seconded as a true and correct record with one amendment to item 14 - £1406.40. There were four abstentions. The minutes of the planning meeting held on 18th August 2016 were read, proposed and seconded by the Planning Committee as a true and correct record with one abstention.

4. Public Time

No members of the public registered to speak at the meeting.

5. Police Report covering period 23rd July to 26th August 2016

  • Anti social behaviour; 4 x ASB incidents but nothing to note.
  • Crimes; 2nd August Auto Crime, theft of dust caps of a vehicle on Main Street.
  • Misc; 8 x reports ranging from residential alarm, hoax call, suspicious circumstances, nothing to note
  • Road related; 3 x minor incidents.

  • It was proposed, seconded and unanimously agreed with one abstention that Councillors have no objections to the application.

9.1  York Local Plan

  • Parish Council response approved by Councillors subject to additional comments to be made on foul drainage problems.
  • Deadline for comments to CYC is 12 September 2016.

10. Consider and review Parish Projects

10.1 Friends of Wheldrake Park

Cllr Tetzner commented on the verbal attack made by a Councillor on the Clerk at the July Parish Council meeting. Cllr Tetzner explained that when the group was formed, it was agreed there should be good governance in the way the group was run. A constitution was therefore written and agreed, and officer posts established. Fund raising groups were then held in order to raise the profile of the group and promote interest. Consultation with children and local residents took place. Many things had to be done before any grant applications were made. Once these applications were made, it took a few weeks and indeed in some cases, months before replies were received, some successful and some not. Criticism was made by a Councillor that the project took a year before anything was done. It was explained that advice was taken from a professional fundraiser and that the consultation is as important as the fundraising. Other unsubstantiated criticism were made by a Councillor in a hostile tone. It was resolved that a FOWP meeting should take place to clarify any remaining expenditure and allocation of final funds.

10.2 Community Emergency Plan

  • Cllr Tetzner has volunteered to go to a rest centre exercise in York.
  • York representative to talk to members of the team.
  • PCSO Barge to get involved as a responder.            

10.3  Wheldrake Village Hall

  • Progress update given by Cllr Randon. Phase 2 ongoing. Plumbing to be done by end of September. Main work to render the main building to be done over the next few years when more funds become available. Showers to be installed early 2017.
  • Painting being done by local residents / volunteers.

10.4 Community Assets update

  • Three community assets were approved by CYC: Wenlock Arms, Costcutter, Wheldrake Woods. White Rose House was contested by the Girls Guides Association and was not approved.

10.5 Communications working group update

  • Deferred until September due to holidays.

10.6 Wheldrake Ward meeting update

  • Meeting held on 1st August in Wheldrake to raise awareness about Social Isolation. Intention is to help local groups work together and encourage new members to join. It was noted that the bowling club membership has declined considerably.
  • Next Ward meeting 15th September 2016, 7pm at Wheldrake Village Hall. Cllrs Harker and Randon to attend.

11. Consider and Review Reports and General Matters

11.1 Play area

  • Cllr Gilligan has inspected the park and no major problems reported. Bolts been tightened on toddler equipment.
  • Request that a summary of actions to be reported on a spreadsheet to keep a record of problems.

11.2  Sandholes wood

  • Cllr Hodgson has repaired some damage to fence. Bracken very high.

11.3   Repairs and Maintenance

  • Ponding of Water at Greengales Court. No further update.
  • Effluent smell in Dike on Back Lane South. Environment agency are investigating. Clerk to follow up.
  • Beck Lane Maintenance. £25 received in compensation from Yorkshire Water for previous disturbance and damage on Beck Lane. New blockages have occurred over the last week. To be reported in the Local Plan response.
  • Overgrown hedges on Beck Lane are not the responsibility of the Parish Council. To monitor as joint funding may be required from Yorkshire Water and Escrick Park Estate.
  • Wheldrake Lane ‘Deer’ signage. Reported to CYC 15.07.16. Overgrown vegetation. No progress. Clerk to follow up.
  • Dog bin relocation on Back Lane South. No further progress. Cllr Mercer to follow up.
  • Blocked and overgrown road gullies outside nursing home / Rectory and on North Lane / Walker Lane. Clerk to report to CYC and request a full inspection of the village.
  • Back Lane South. Request made by Parishioner for some top soil on the verge at the west end of Back Lane South to even it out. The area has been cleared by the resident who is maintaining it. Clerk to investigate.
  • Litter bin on green on Braithygate being used for dog waste. Complaint received by resident and request made to move the bin. Councillors resolved to get a sign on the gate of the green to read ‘No dogs’. Cllr Mercer to request a lidded bin from CYC.

12. Matters requested by Councillors and Parishioners

  • Request to start meetings at the later time of 7.30pm to allow Councillors and members of the public to get home from work. Resolved to make a decision at the October monthly meeting when more Councillors are present.
  • Quiet Lanes / Broad Highway. Cllr Randon reported on the response from K Allbones in relation to the reserved matters for the proposed egg production unit. Resolved that a quiet lane / cycle track could be investigated.
  • Shale wealth fund – Government consultation. Cllr Randon explained consultation to make Councillors aware of it if they wish to respond.
  • Speeding restrictions on Greengales Lane. Request has been made by a resident for rumble strips on Grengales Lane to slow traffic approaching the village. An agreement was made by CYC to move 30mph signage to further out towards the playing field / bend. Request for 40pmh before the bend as vehicles approach the village. Cllr Mercer to raise with Highways. 
  • Footpath from Back Lane South to Thorganby. Request to get the PROW cleared as parts are overgrown with weeds making walking difficult. Clerk to report to CYC to take action by contacting land owner.
  • Snicket from Main Street opposite (Costcutter) to North Lane (School). Request by resident to lay more gravel. Resolved that at this time the Parish Council cannot justify this expenditure.  
  • Code of conduct. Clerk to send copy of Code of Conduct to Councillors for approval at next meeting.
